Fr Federico Lombardi SJ
Jesuit Father Federico Lombardi, director of Vatican Radio, released today a statement about the reports of sexual abuse in the Church that continue to come to light.

Father Lombardi noted that the Holy Father has already been involved in dealing with the scandal that arose some months ago in Ireland. The spokesman recalled the Pope's meetings with that nation's bishops, as well as the letter he is preparing for the Church in Ireland.

Now, Father Lombardi observed, the scandal has involved the Church in central Europe, including Austria and Holland, as well as Germany.nbsp; Regarding those nations, the spokesman said the main ecclesiastical institutions involved (including the three national episcopal conferences), have "faced the emergence of  [the] problem with timely and decisive action."

He said they have "demonstrated their desire for transparency and, in a certain sense, accelerated the emergence of the problem by inviting victims to speak out, even when the cases involved date from many years ago."

Father Lombardi said this was approaching the matter "on the right foot," since the "correct starting point is recognition of what happened and concern for the victims and the consequences of the acts committed against them."

The Church has also been re-examining its directives and is identifying a "prevention strategy, so that everything possible may be done to ensure that similar cases are not repeated in the future," he added.
Wider Context
Father Lombardi said the scandals "mobilize the Church to find appropriate responses," but he proposed that they should be "placed in a more wide-ranging context that concerns the protection of children and young people from sexual abuse in society as a whole."

He explained:
"Certainly, the errors committed in ecclesiastical institutions and by Church figures are particularly reprehensible because of the Church's educational and moral responsibility, but all objective and well-informed people know that the question is much broader, and concentrating accusations against the Church alone gives a false perspective".

For some months now the very serious question of the sexual abuse of minors in institutions run by ecclesiastical bodies and by people with positions of responsibility within the Church, priests in particular, has been investing the Church and society in Ireland.

The Holy Father recently demonstrated his own concern, particularly through two meetings: firstly with high-ranking members of the episcopate, then with all the ordinaries. He is also preparing the publication of a letter on the subject for the Irish Church.

But over recent weeks the debate on the sexual abuse of minors has also involved the Church in certain central European countries (Germany, Austria and Holland). And it is on this development that we wish to make some simple remarks.

The main ecclesiastical institutions concerned -- the German Jesuit Province (the first to be involved, through the case of the Canisius-Kolleg in Berlin), the German Episcopal Conference, the Austrian Episcopal Conference and the Netherlands Episcopal Conference -- have faced the emergence of problem with timely and decisive action. They have demonstrated their desire for transparency and, in a certain sense, accelerated the emergence of the problem by inviting victims to speak out, even when the cases involved date from many years ago. Service of charity
"There is no just ordering of the state that eliminates the service of charity. Whoever wants to eliminate charity is preparing to eliminate man"
This was stressed today by Pope Benedict XVI when he spoke to the volunteers of the Italian Civil Protection Department.

The Pope drew a parallel between the Good Samaritan and the organization. He said the role of protection is two-fold: one must "protect persons and their dignity in the tragic case of emergencies and disasters", and also help return things to normal.

He said, like in the parable, some people will avert their gaze or look at those affected with contempt, but there are also those who look on others with the expression of love.</itunes:summary>

Introduction

I am glad to introduce this Statement by the Bishops’ Conference of England and Wales. Its title: Choosing the Common Good has echoes of an earlier document we issued in 1996. Since then much has changed in our society. But some of the underlying principles and values by which we seek to construct a just and civil society have not.

In this brief document we seek to present some of the key themes of Catholic Social Teaching, not least in the light of some of its recent developments and of the changed conditions in contemporary Britain.

Some of that development is due to the teaching of Pope Benedict XVI and the series of teaching documents which he has published. The most recent of these was his Encyclical Letter on integral human development, with the title ‘Charity in Truth’ (Caritas in Veritate). This document was well received, notably by those who were struggling with the consequences of the financial crisis occurring at the time of its publication. The implications of that crisis are still very much with us. The relevance of the document remains.

Two events are anticipated in the publication of this Statement.

The first is a forthcoming General Election. We offer this Statement as a contribution to the wider debate on the important themes of the moment. It forms a backdrop to the more particular issues which may well dominate the election itself. But it proposes that without a wider debate about a shared vision for our society, the electioneering may well be confined to bitter arguments over issues of particular policy. We need a more wideranging debate about the values and vision which can underpin all our joint effort today.

In this Statement, some attention is given to particular applications of the general principles. These are necessarily selective and not comprehensive. At the time of the announcement of a General Election we shall publish a shorter document, inviting voters to consider and pursue more particular points of policy.

The second event anticipated here is the forthcoming visit of Pope Benedict XVI to these countries in the autumn. We hope that this document will introduce some of the patterns of Catholic thought to those who are unfamiliar with them and indicate the ways in which that thought can be a significant contribution to our common endeavours.
